Not only is it tested by players, it's "working as intended" according to the devs.
And yes, it feels more than a bit cheap to be needlessly and pointlessly cheated out of a really minor amount of heat for no apparent reason (4-second Jenners notwithstanding). On my Commandos I usually run with XL195 engines; these come with 7 "true" DHS and I have to add another three 1.4 DHS to make them drop-legal - which means instead of 20.0 heat capacity I only have 18.2.
Not the biggest of differences, but as I said, needless and pointless.
As for the 4-second Jenner; these usually run with 250+ engines and aren't even affected by this. Most of the other lights though suffer from this - I know I repeat myself, but it's so incredibly stupid - needless and pointless rule.
