Starting on Nov 01, 2013 botht eh MW:O website and the game have become more than sluggish. Friday Morning, Nov 1st, the website was taking between 20-90 seconds to load and not everything was making it up. Online status for one. Loading the forums took a long time as well and was very Hit and Miss if they would actually come up or not. Then there was about 40-60 minutes where you were off line all together.
Friday night, logging in (Always running as admin), for the first time ever I recieved several session lost messages before my Mechs and mechs bays loaded and when I had to restart the client because of the ingame mouse cursor making it impossible to aim my arms or toros twist the issue still persisted.
When I was able to drop in matches my Ping was never more than 40, usually it's normal 29/28ish and everything was smooth and operating normally. The only degraded gameplay issues were that sometimes you couldn't hear your foot steps and when the end game match totales were being shown the sound would become buzzy or clicky.
I logged in from more than one computer and the issues were there on both. I have a very very fast internet connection and any other programs or websites that I tried to go to opened just fine with almost no delay what so ever.
What's going on PGI, something we should worry about? If it was just happening in the Game I would say it was a patch issue but as it is also happening on this website I feel it could be something bigger.

The downtime for the servers on Fridays at noon Pacific time is normal. That is their maintenance time. If there was another down time, I didn't notice it. The forums still occasionally run slowly, though not taking the long time you seem to experience, and it doesn't happen often at all. I haven't noticed a specific pattern.
I've noticed that the Spider sometimes doesn't have any footstep sound. No other 'Mech was affected for me. It's been happening for the last few patches.
The buzzing sound happens when you are near a live 'Mech where the player has disconnected. It can happen any time during the match, and especially at the End Of Round screen when people start disconnecting en mass after they view their scores. It started with the latest patch, and they are working on it.

The forums, at lease, becasue I haven't tried to log into the game today, yet, are working much faster then they have all weekend. Lastnight the Session Lost message was at an all time high yet in game my ping was 29 or less. I read that they were going to roll back several things in another thread so maybe that will resolve most of these issues. My buzzing/crackling/popping never happened with a DC'd mech close to me, it was always at the end of the match with the result screens showing. They have already said, again in a different thread that the problem is on their end and that they are working on it. I just hope that they are developing their patches with the most up todate version of the game every time and not using a version that is 6 patches behind and then just blindly adding it to the next patch.

I'm also in the Halifax area and had similar connection problems this weekend. I was unable to even start a game as my mechs weren't loading. My readied mech slots on the home screen were showing empty and I couldn't switch to the mech lab or pilot lab tabs. After a short delay I would get kicked back to the login screen with a "session was lost" message.

See post elsewhere about the repair tool, but maybe Bell is having issues? Have you both submitted support tickets as well? PGI tends to look at those sooner and it also lets them update the outstanding issues database. Good luck with resolution.

Yesterday night here in europe some players experienced random high-ping issues. I've been participating in a few 12mans with at least 2-3 players experiencing 400-450 ms of delay after 22:00 (IT time), one in our team wasn't even in Italy, he was playing from Poland and had the same issues of another player with a different ISP in Italy, and a few players we encountered against had similar issues.

Everything else was fine, but apparently something between me and the MWO servers was malfunctioning or offline over the weekend. As of last night my connection was fine again.
