was off doing other things . upgraded my system . where do I go to get caught up on a years worth of changes?, is there still a coumity Ts if so address?

It's hard to say where to start. Patch notes are nice! Check out the patch note archive.

you may also want to start with mechs overall. Check out Smurfy for mech stats, hardpoints, info on modules & equipment, as well as a freeform mechlab.

Games come a long way since CB.
There is now more than just Forest Colony to play.
But yeah the links others have posted above have a lot of information on the progression of the game.
