Long answer, expect omnipods with an ECM hard point only for mechs with ECM variations in the lore. Socketing in the ECM capable omnipod should allow any variant of a chassis with a lore based ECM variant to use the ECM.

I think in MWO no Clan Mech will get an ECM - if i take a look at the Clan selling page.
But due to tremendous firepower, they dont need it.

I don't know if anyone else saw the variant of the DW that we are getting with the LB10X, 2 ERPPCs and 4 freaking ULTRA AC2s?
If you thought the Jager was bad... This thing will kill you if you even cross its line of sight, so, no, it don't need no ECM.

Tabletop Omnis don't have hard points. MWO Omnis will have set hardpoints that are swappable with hard points from other variants. It's likely ECM will be the same way - if one variant is capable of mounting ECM in it's left torso, you get access to ECM in every other variant, so long as you use the ECM capable left torso.
Also, everyone's ECM in MWO works like Angel ECM(Which is experimental post-invasion tech). TT Guardian ECM doesn't stop missile locks, but DOES stop NARC. Angel ECM is required to stop missile locks and only functions on Streaks. Clan ECM is just like IS ECM but smaller and lighter.
