According to Niko this is one of the changes that the majority of the player base wanted.

There is no doubt that this was done to lower the amount of cbills in people's accts. Expect more consumables/modules for both Cbills and MC. The rule of F2P is get them in the micro transactions.

OT: It really does seem like PGI doesn't want the players to have many C-Bills, even if they do run premium time.

Yeah, I've been rolling without modules, or with just a UAV in most mechs, because it's been a pain to find and set them. I don't own enough to keep mechs full, so unless I'm playing a very specialized role (serious LRM boat, or serious spotter) I tend to leave them alone these days.
