Might I echo the sentiment that a 'second copy' of hero mechs that can't be sold is a little odd; I can't imagine what I might do with them. This also undermines the 'special' of the (L) chassis a bit.
May I suggest the following additional Loyalty Reward instead:
Founders Warhorn (Beethoven's Fifth open)
Phoenix Warhorn (Ride of the Valkyries open)
Resistance and Urbie are still on sale; do they need a special reward?

Change "anniversary" mechs on champion (or standard) variants for those who already have them. Or give us gift codes for duplicates so we can share them with friends.

Otherwise, no. I really don't want to stare at two identical mechs in my mech bay.

I thought the point of the first set was to show appreciation to people who have been playing MWO for a long time... now it's sorta watered down.
Even if these gifts were chasis without the camo, but with the perks for example (or at least some variation) to make the previous gifts feel unique, I would have been fine with it.
I guess we had "early access"

well I think only granting the centurion would be enough for the urbie pack. but Ok, nice for everyone who can now get 6 mechs for 40$ with 4 being champs.
The dublicate thing is a bit of an issues if we can no sell them, It's only suitablke for a few people who probably drop with multiple of those mechs in the CW. The most annyoign thing is,that laoding the mechlab on a decent pc is the most time consuming thing, and more mechs make this take longer and longer.

Now you have people who are upset because they shelled out an extra $80 dollars (or upgraded their packages for a high price) in order to qualify for the Loyalty mechs. And then PGI goes and hands all 3 Loyalty mechs out to anyone who bought the $40 Urbanmech package.
This is very different from Star Citizen, where all players know before their purchase that anything they buy will also be available to everyone else. Indeed, some things are more expensive to buy in Star Citizen right now than when they were sold the first time (such as the Origin 350R racing ship). PGI has gone the other way, and effectively made people pay a high price first, and then made them available for people who spent less money.
A lot of people are saying "don't look a gift horse in the mouth", but these aren't gifts. They are customer appreciation rewards. Those are two very different things.
TL;DR - This whole problem would have been avoided if PGI abandoned the silly "limited edition" approach and simply followed Star Citizen's example. But it's probably too late now. They can't change the 15th anniversary reward, because they've already sold mechs based on those rewards. Best thing PGI can do at this point is to let people with duplicates receive Premium time / MC instead of the second mech.
As for the people who spent a lot of money on what they thought was a limited time offer?
"Oops."
