I would like to have two separate modes for community warfare, one mode where the map is persistent and every clan and inner sphere house have an equal piece of the pie that is the inner sphere. This mode will have no resets or restrictions and just be free for all community warfare.

The second mode would be seasonal based with regular map resets, with lore based scenarios played out like Op Revival, Op Bulldog, Refusal War, etc etc. There would be limits imposed on the actions that are dissimilar to facilitate progression as to emulate the situation of the current lore based scenario. To participate in this mode you would have to enter permcon, which cannot be broken until the current season has closed.

An example of a lore based CW season would be Op Revival, where the inner sphere factions would not be able to launch attacks against the clans, but only defend, but be allowed to attack other inner sphere houses. The clans will not be able to attack other clans but only attack inner sphere. To prevent factions cutting off each other, there would be strictly defined attack lanes which cannot be crossed, unless by direct PGI intervention. Then as a season closer we can have a battle of Tukayiid style battle event,

Probably won't happen, Russ has said many times how he feels about splitting the already low game population into more 'buckets'

Well considering that the CW bucket is so small, what harm can it do? Maybe it will have an influx of the pug players who, it also gives CW a better narretive structure that will give it a framework to work around, making it more appealing to more players. Also it will give the permcons a place to feel welcome in CW, where their contributions are not toppeled over by faction jumping units who have hidden agendas.
