Why is my Ping rate massively high, I have a good system that can run the game on smoothly on the highest settings, I have Fibre Optic Broadband plugged into my PC which is the machine I run the game on.

Internet speed is Upload about 8mb Download 37mb using a pingtester it claims to be between 7m/s and 70m/s when I play, I'm lucky if it stays under 100 most of the time it is well over 450 eventually reaching 800 last night, this makes it quite difficult to play.

I am based in the UK and usually play at about 9pm GMT for a few hours. I look forward to your thoughts.

Your computer setup does not affect your ping, fluctuation of ping is usually caused by bad traffic routing. If this keeps happening, perhaps you should contact your ISP and ask them to optimize traffic towards the servers.

The servers are sitting in Canada. There might be something bad happening along the way.
As VanguardMk1 pointed out your hardware doesn't have much effect on your ping-times.
Reboot your router, Contact your ISP, check your cables, switch to a cable-connection if you're using WLAN, etc. An unstable connection (wich you seems to have with a ping fluctuating that much) is usually not caused by PGI.
That beeing said, a rather big patch was just released and many people are probably still downloading it, that might put an unusual strain on the servers, possibly compunding the issue.
