I think the point of the Quarantine's right side heavy weapons is for the mech to use cover and be a pop out fire support mech as such.
It's loadout allows the mech to be able to fire it's weapons while only exposing the right side and keeping the left behind cover. This way it should be able to fire and return fully back within cover quickly. It is just the design characteristic of the mech. Moving one of the bigger weapons like the ballistic to the other side would ruin that.
Plus if you really want to run the Quarantine as a skirmisher, it gives you a shield side for running a STD engine. Fire with the right and quickly turn and expose your left side to incoming fire.
This mech has a plus side to such a offset load out. Now I don't know if a STD engine is too slow for most load outs or if the RT is too fragile for cover fighting, but I can understand what the design was trying to accomplish. I don't think I would want the hard points moved around.

Or let it use a Clan 400XL.

Not sure how to fix the Dragon Slayer. Went from Hero to Zero.
Other than that I'm happy with my other Heros: X5, Pirates Bane, Firebrand, Muromets
Muromets is king. Switch his weapon quirks to UAC5 and I'll squeal like a little kid.

Run this with an A/C5 cooldown module and I think you will change your mind on the Ultras. You could sacrifice a MLaser for a bigger engine or 1 ton more ammo. You could also probably shave some armor for a bigger engine (with 1 less laser) if it is worth it.
Basically, quick, armored up, and lots o'dakka.

Interestingly close on numbers, but what I feel makes the Muromets scary is the UACs/burst potential. Not many mechs want to keep looking at you when you are pounding out the UAC5s. The jams only serve as a notice to reposition and cool down.
I don't find the XL to be that much of a hindrance honestly. This build has the best average damage of my Heavies, tied only with my Timberwolves and Ebon Jags.

I just feel that the A/C5 quirks (15%,cool down) with an additional 12.5% (or 10%, I forget) with the A/C5 cool down module will give you an acceptable RELIABLE RoF with the durability goodness of a STD engine with the speed and mobility you are used too.
Only downside is ammo count (50 full bursts). That is why I say good solo queue build (I'm sure the long drawn CW games will leave it severely wanting in the ammo dept).
I'm just saying to try it. It never hurts to try a new build and go back if you hate it.

Of those, the GD is my least favorite and least played (not for lack of trying).
I wonder if weapon specific ballistic quirks could make the difference for it.
I'm thinking LBX or AC10.
