Op. There is no intention of improving this game in your vision. It was said as much in the April podcast. They are in maintenance mode for money only. It is not healthy to have those expectations. Furthermore players are not willing to improve their position to barter or influence. Players no longer have a contract to wield as it has long been met and the developer has made that clear. The players do not withhold their participation and money in large enough numbers. Just stop playing the game, uninstall, if you are feeling distressed over the lot dealt that is not yours to change. There are so many other options out there.

I'm pretty sure they balance mechs like GW balances their armies in each edition:
The goal isn't to have balance, but to obsolesce certain chassis to keep players spending MC and C-bills.
it explains the zero/onehundred/nothing-in-between mentality when it comes to quirking.
