I'd love to tell you my reaction. But I can't test anything since no-one is on the PTS. So I can't say anything other than what I can assume from reading the changes.

Dear god of the balance:
Pulse-Lasers were used on live because they were a tool to counter Ghost Heat. Without Ghost Heat, Pulse lasers would NOT have been used (see the time before the Ghost Heat)
If you implement the ED system, give Pulse lasers a new meaning:
- Small Pulse lasers have double the weight of a small laser for less range and just a single point more of damage. Their weight is as much as a medium laser and will only be seen in lights as they are fast enough to get close. The weapon values from TT were based on the Anti-Infantry quirk, which was just ignored but the costs stayed the same. This is the case up to today.
- Medium Pulse lasers also double the weight compared to the medium lasers for just one more damage point but with less range. They are the least useful weapon overall. The range reduction alone is worth +1 in damage and the reduced burn-time. The additional ton should come with less heat produced with just about 0.15 Heat-Per-Second less
- Large Pulse Lasers: Yeah, compared to the Large Laser, it has reduced range for more tonnage. The shorter burn-time is not worth it, you take a PPC then. If you balance it out with less heat generated, the LPL would be the coolest laser-weapon in the game. The damage is less than 2 medium-lasers, the range just a little bit higher, the heat just a little bit lower for a similar burn time - but 7 tons vs. 2.
The shortest route to balance is to make them cooler so that the extra tonnage "wasted" into those weapons goes into less heat generated, while the reduced range will be outbalanced with a shorter burn time.

Most of the pulse lasers were nerf, the LPL and C-LPL especially with the latter having lost 3 points of damage over 5 PTS sessions and I see no reversal. If we don't speak up and against this we may see these previously good weapons become mediocre™.
Also IS Large Lasers needed a buff, not a few nerfs.
