After the project Deimos making the Kearny-Fuchidia FTL drive and put on the first successful round trip voyage of the terran alliance spaceship "Pathfinder" to the near by stars its common for a government to expand out in a circle to the outer reaches of space and test its ability's of its FTL 30 light year jump points to see what out there.

Is it because a the center of our galaxy, Terra is just a black hole and we tricked the Clams into thinking it was a planet so they might go there and get caught in its event horizon?

the center of the inner sphere is terra, and its 100 ly across. so the inner sphere barely crosses one arm of the galaxy.

Is the Inner Sphere shaped like a ring because it's a sphere but since this is a 3D object and 3D drawings are LosTech to make it appear on mere paper it has to be represented as a circular map which cannot illustrate properly the positioning of star systems both above and below the "horizon" of Terra in relation to the centre of the Galaxy?.....and breath. Grammar is LosTech too
