Catalyst Game Labs has more details regarding their BattleMech Manual!
Here's the article from their Tumblr post:

"After releasing the BattleMech Manual into the wilds last week, we got a lot of great feedback. But one of the biggest requests was “more information!” While we provided several posts discussing various aspects of the book, there were a fair number of questions simply asking for “can I get more information about what makes this a great book?”
Keith Hann, the primary developer on the book, stepped up and wrote a monster blog, with a pile of excerpts directly out of the book, doing exactly that.  After reading that post you should have exactly what you need to know to make the call about grabbing the PDF.

Another comment we’ve seen several times is about the Open Beta PDF not upgrading for free to the final release. We went round and round on that decision, but ultimately it comes down to this: if you take the BattleTech Survey, and use the $5 coupon you receive at the end of the survey to purchase the Open Beta of the BattleMech Manual, it means you get it for $5. And providing a full, final book for $5 just sets a poor precedence for all our other PDF pricing.
Note, however, the coupon is only good until January 31st. So if you’d like your $5 off to go grab the BattleMech Manual (or really anything on our CatalystStore), you need to take the survey and then redeem the coupon by January 31st!"

Reading the reviews of the product I think people are misinterpreting what the intended audience is for this book. They say early on there are no new rules in this, it is simply a streamlined book with all current errata and exclusively has rules for Mechs. How I take that is it is the perfect product for people like myself, and I imagine a large portion of the MWO community, who enjoy the setting and have been curious about the tabletop game but intimidated by the rulebooks that could kill a man if swung hard enough. It's concise, it's cheap, and it's got my interest. Beta or not I am more than happy to throw $5 Catalyst's way to try out this game.
