My location is Sydney.
When I play League of Legends - the server is based in sydney - my ping increases to about 13ms.
Note: These ping tests were done on a half gigabit connection and the ping to Singapore was just as bad as my home connection which is a 40Mb connection.
Been experiencing some serious packet loss connecting to oceanic server, I find the Oceanic server has a quite low up-time compared to similar roles, especially during oceanic prime time when the server drops for "updates" as an example.
