So I have recently come back to this game from a long hiatus and heard you can get mechbays from loyalty. The question I have is I keep hearing that you play for 7 days in a faction before you leave to avoid a penalty. Is this true or will I suffer the penalty regardless? If this is true then is there a way to verify that my 7 days are up?
Also can you get loyalty from contracts or is it only for loyalists?

Once you cancel your "loyalty" to a faction, it takes 7 days for it to actually cancel.
After the 7 days you get the 25% Loyalty Point loss as "punishment".
Loyalists earn Loyalty Points with that faction - LP
Mercs earn the same, but for the Merc tree only.
After the 7 days you get the 25% Loyalty Point loss as "punishment".

So say I left right after getting rank 2. Would I lose the mech bay?

No.
Anything you unlock, you keep. But you cannot unlock it again.
