For the Civil War Mechs, you get a 5% XP/Cbill cockpit item for owning the collectors or ultimate packages for both mechs of a side. However, the ultimate pack is not an upgrade option. Does that mean if I buy the standard pack, the ultimate cockpit items are permanently unattainable?

No, the "Ultimate Pack" just means you bought the Collector's + Reinforcements + Hero. It is not an upgrade option purely because it's a one-click for all 3 packs. Just buy all the available 'mechs for one chassis and that is "Ultimate".
Confirmed, as I bought my Cougar & Mad Cat Mk II packs first as Standard, then upgraded to Collector's, then added the Heroes, then Reinforcements and still received the cockpit items.
