how long lock on delay on ecm mech compared to non-ecm mechs?

it depends.
I am not certain but I believe if your target is being protected by an active ECM that doubles time to target info and missile lock times.
if the target has stealth armor active there is no way to target them until they turn it off or overheat.

if the ECM is disabled or countered with ECM, TAG, NARC, Active Probe or UAV the ECM looses its effectiveness.

if you are within 90m of an active enemy ECM you cannot get any target or missile locks so if you rely on lock on weapons, especialy Streak SRMs which will not fire without a lock, it is highly recomended that you take an Active probe,

TAG does not work if you are in an enemy ECM bubble and NARC can be disabled by a second ECM, Active probe only counters 1 ECM.

Stock delay is 25% slower than normal.
Using a TAG, you get 25% faster locks, negating the ECM delay since -25%+25%=0%. It is a soft counter.
Artemis, while in line of sight, will negate it as it also has a 25% faster lock bonus. It is a soft counter (even though in lore this is the reason ECM was made and ECM is supposed to trump Artemis... but Artemis missile tracking enhancements are countered by the ECM, so no higher accuracy; just the lock delay counter).

NARC will completely disable ECM for everyone and get you 25% (was it 30 something?) faster locks; so overall this is the superior option all around. This is a Hard Counter (hard counter disables the 25% longer lock delay before applying its own faster lock bonus. EVERYONE gets this bonus when you NARC someone.)

BAP and CAP provide a hard counter, disabling the lock delay.

Artemis and TAG can stack, as can NARC and any of the above.

You can disable ECM for 5 to 7 seconds using different types of PPCs. ER PPCs provide a hard counter, PPCs provide a soft counter. It is likely that Snub and Light PPCs provide soft counters and probably weaker times. It is assumed that the Heavy PPC will provide a hard counter.

Note: Soft counter... does not disable ECM lock delay.
Hard counter... disables the ECM lock delay.

Some elements of the skill tree may affect it, I'm not sure but I wouldn't doubt it. Haven't experimented with ECMs yet since the skill tree.

CORRECTION:

BAP provides a hard counter. It does NOT provide faster lock on times on its own.
