The % of crit chance is maybe false for ac/2 but you have the explanation about crit system and damage. So I have answered your questions at 50%

1) Certain weapons have heightened chances. You can find them on Smurfy. There are quirks and skills that affect the percentages so knowing them precisely isn't really necessary. It's slightly less than 50% total for most weapons, and for the crit-seeker weapons (MGs, LBX, AC/2 whenever PGI feels like it should be as they keep changing it) you have about slightly over 50% to 60% chances. Only happens when hitting structure (not armor) anyway.
2) All weapons do "Crit damage" (a separate, independent kind of damage to equipment only) equal to their base damage * how many crits (1 to 3) it occurs.
If a weapon doesn't do the full damage in a single shot, like the Clan ACs / UACs or any LBX, it is equal to what each bullet does.
For lasers, it is equal to what each "blip" or "ping" of the laser does, which lasers have between 4 and 12 blips or pings. There are fewer of them in pulse lasers which is why they seem to deliver damage better (or in some fail to hit detect at all; since fewer pings means less likely to do 'something' if you completely miss server-side [even if you hit client side]).
For lasers just divide the damage by the beam duration and for every 10th of a second, this is how much damage you can crit as a good estimation.
To simplify it, think of it this way if your shot does 1 damage, you get 1 crit damage. If it does 5, you get 5 crit damage. Do 20 damage? You get 20 crit damage. That's on 1x crit. Could be 2x crit in which case 20 gets 40 crit damage. Could be 3x crit in which case 20 damage gets 60 crit damage.
LBX is the only exception, LBX gets 2x crit damage per damage, so 1 damage gets 2 crit damage on a successful crit roll.
3) 15% of any crit damage delivered is added to BASE damage as BONUS Structure Damage.

Even if you precise that later LBX use different rules so maybe this part could make some people in the wrong way of thinking.
And for the laser part/AC/ppc tcomp influence your crit.

Each bullet, or in the case of LBX, each "ball" pellet or whatever you want to call them, does 1 base damage. Prior to the change, they did 1 crit damage per 1 damage, as with anything else. Recently it had been doubled to add more value to them since they are largely undervalued without the ability to change ammo types with standard AC shells.
