i sent him a friend invite on the msg boards does this equate into in game friending, i sent an ingame friend invite but does it go out if hes not on?

i met a new player on the boards looking for an FRR team named ximinettxl , my team seems to be in its death throws at the moment.if any casual FRR group sees him say hi.I sent him the hub info on the boards.
i sent him a friend invite on the msg boards does this equate into in game friending, i sent an ingame friend invite but does it go out if hes not on?
