Not a new player but have been gone a while and missed the skill change.
So I've looked a bit and haven't found a straight answer and the game client also is giving me issues. When you get the ability to take 2 of a consumable into a match using the skill tree (2 in one slot) does the extra copy still cost CB/MC? I assume yes but the UI doesn't confirm for me as I can't figure out how to fill the second slot without auto refill kicking in after a match.

Yes.
It still costs the same per consumable.

To expand on Koniving...Yes, though if you already have some in your inventory you are not charge for slotting them

Just keep track which type you're using or you could take a loss you don't expect. C-bill or mc version and the auto refill option on or off. If you got a lot of either and make good winnings then you can just ignore the auto fill option.

How do you increase the maximum number of skill tree items, for example the max I can enable now is 91 (active)

91 is the active max that you can have for any mech ever.

You'll have to plan your build around that 91-point maximum. There's a site a lot of folks use to plan out their skill builds for their 'Mechs, but you can also just do it in-game without saving to see where you want to spend. I'd link it, but I have no idea how these forums feel about that kind of thing.
