From the first time FP was announced, I always thought FP was going to provide a continuous environment and economy. This is with players hiring other players in a contract system to defend a planet. Players build reputation and will have other players bid higher for them based on their recorded performance and etc.

Organized units that capture the planet does the hiring. These units look up player cards detailing performance, decide for themselves on who to hire and how much to pay for the respective players based on a limited budget (possibly supplemented by the captured planet with a budget dedicated for hiring?). They can purchase assets (or maybe even build a base in a map or design a map with obvious restrictions) to make the planet more defensible. They are periodically rewarded for successfully holding planets.

Player driven FP systems of this nature will dramatically drive up player engagement and provide a long-lasting, in-depth meta experience for players that differ significantly from the rest of MWO.
