Only 2 IS 'mechs have the tonnage, Energy hardpoints and space to mount 7 HPPCs - the Black Knight & the BattleMaster.
After the 70 tons of HPPCs are added, the Black Knight
with Endo has 1 ton left for an engine & the BattleMaster
with Endo has
6.5 10.5 tons. So it's not actually possible to mount 7 HPPCs on a 'mech and take it into a match.
6 HPPCs you can do, but since 7 HPPCs is literally impossible with any current chassis, it seems odd to even add it in as a limit.
