I ask in the interest of planning my skills out, and how much the Speed Retention skills in the Operation tree is worth to certain mechs, such as lights vs assaults.

You lose 50% of your speed or can go 40 KPH max, whichever is lower.
Speed Retention skills are generally considered useless.

NOTE!
If you are HIT by a weapon after the leg is broken, you will be cut down to 15 kph for roughly 2 to 3 seconds regardless of your size.

Do you slow down to 15kph after a hit on the dead leg or just anywhere on your mech? And would Speed Retention help mitigate that?

And no.
The best thing is to avoid getting hit. Unfortunately even a machine gun bullet can cause it.
