I notice my lights are suddenly much more heat efficient, and the better for it (rebuilding them all now). Did I miss something concerning the latest patch ?

Nothing in the latest patch as far as I know. Were you gone a while? They did give mechs with sub-250 engine cap a 'heat dissipation' quirk to make up for the lack of 10 internal heatsinks. But that was a good long while ago.
The Spider got a 5% heat dissipation quirk. That's about it in the patch notes.
