I think snub noses kind of suck. I used to have a thing against any PPC and considered snubs trash among trash, now I value PPCs as decent weapons.
But my opinion of snubs hasn't changed much.
Imagine the differences between the large laser and the medium laser, now consider the differences between the PPC and snub-nose PPC.

Now add the Light PPC into the equation.
I have some complaints about that snub nose.
Before that though, I propose increasing its max range to 820, decreasing its heat to 9, and lowering its velocity to around 950. I would be willing to see a small optimal range reduction to balance these changes if necessary. I think this would help to differentiate it from the other PPCs and extend it's reduced-effect range without making it too powerful at midrange or beyond. In its current state firing outside of it's (rather short) effective range isn't a very good idea since it makes an already oddly hot mid-range weapon even hotter. My changes would make the reduced-damage firing more of a feature and viable option instead of something to do when you don't have anything better to do, and enhance
For it's range bracket it is both hot and heavy, and not in the fun way. The only real advantages I can find in it is its pinpoint close range damage and slot efficiency, but drawbacks are pretty significant for what you get compared to similar weapon, large lasers/pulse lasers, medium lasers, AC/10/20s and all other PPCs have obvious and significant advantages that outweigh those of the snub-nose in practically every situation, and it just plain lacks real originality.

Snub nose were intensionally made this way because they are close range weapons in BT

Snubs just need reduced heat to 8.5, and CD to 3.5s to compete with Medium Lasers. Other than that, they are good.
