Cipher is basically just the optimized, meta version of Piranha. I honestly would have liked to see something different as a hero, like a small missile boat.

It's perfectly normal to assess ammo counts by how much potential damage you carry. Keyword: potential.

1032 damage is amazing, but realistically once you're doing 500 -- or about 50% of your ammo stores, without the help of backup lasers, that's already a good contribution to the match.

Do average 1k damage in your Lights using your weapons alone?

So, in that case, the potential damage from my laser Light is infinity!!! Which is clearly superior.

Then you are still missing the point: you will not run out of ammo before the match ends for you; either through your death or the enemy's.

The 560 rounds you can get on that PIR is enough.

Being Tier 1 on Oceanic, I usually find myself having to kill the entire enemy team.

So 560 rounds wouldn't be nearly enough.

Then we'll just ask PGI not to give you access to the Missile Piranha, or anyone using it on Oceanic. Kinda sensible don't you think?
