Very simple. Every once and a while have a 10 question quiz concerning a faction, even a true or false test. For each question answered correctly concerning said faction, said player will get 25 loyalty points forwards that faction.

About 5-6 sentences about each faction is the maximum what PGI has bothered to prepare. I am not sure if you can even prepare a meaningful quiz if you have such minimal amount of material.
And I do not think that the players have cared about reading it, since it has no influence on the actual game.
