Lights..........Mediums..........Heavies.........Assaults
IS: 12.......... IS: 18.............. IS: 16............ IS: 18
Clan: 7........ Clan: 10.......... Clan: 11....... Clan: 11
As you can see IS has almost double the amount of mechs in comparison to the Clans in every weight class. If I was a new player looking into this it would seem a little confusing, biased, unbalanced and even one sided to a extent seeing as MWO has been out for 8 years. Recently I brought a friend of mine into MWO Online who's really enjoying the game and after I explained to him how the factions work he scratches his head and said "The IS seem OP why do they have soo many more mechs than Clans? Thats unfair" I couldn't explain why and shrugged. I'l admit I am a Clanner and whenever I think about this it frustrates me and I see it as being Biased on their end. Now I know tons of people are going to say what they want like "Clans Break The Game" or "Clans are Broken" to be honest they really aren't. That's why there's Balancing and PGI in my opinion has done a great job with the weapons balancing when It come to Clan vs IS weapons tech. But even then there's quite a gap in weapons choices between Clan and IS. The IS have more weapon choices as well and it leaves a lot more to be desired to the Clan players. I really do believe Clans deserve a Mechpack with multiple mechs like the ways IS just got one with the Charger and Hatomoto Chi pack or even more. As I see this. the IS shouldn't be getting more mechs until the Clans get more to be fair. But take what you will from this, all of this is my opinions and thoughts on the matter. Id like to see whats others think about this as well. Anyways I'm off to finish the New Event. I'l be checking back regularly on this subject.

If we are required to have equal numbers of both, then you're going to see really obscure Clan designs make it into the game while more well known IS ones are sidelined.

Those are the "general" lists. The more broad "Clan BattleMech" and "Inner Sphere BattleMech" lists have 82 and 248 respectively.
A quick hand count gives me about 23 Clan assault 'mechs. If we were forced to maintain a 1:1 ratio of Clan:IS 'mechs, then we'd literally only get 5 more IS assaults ever -- while including the entire Clan roster, and I'm sure all of you are super eager to pilot the Naga with it's glorious 7.5 tons of pod space (or, y'know, 1 ton if you choose to max armor.)

Tell your “friend” that he did not understand how this game works at all.
It does not matter how many mechs are available in the mechlab to each side. What matters is how many good ones are available to each side - and if you take the best clan mech vs. the best IS mech in every weight class the clans are not in a bad place at all. If you do this by battlefield role (long range, support, lurms, brawler, etc) clans are still as good or better, except perhaps in the brawling department, in some weight brackets.
In othet words, IS has more options to select bad mechs.

So, depending on what the next 'mech is (another Clan Assault or Heavy, probably another IIC?) and whether you count the Charger/Hatamoto-Chi as 2 'mechs, IS & Clan have had almost equal numbers of 'mechs per weight class since clans were first introduced.

Also, keep in mind that every Omnimech chassis on the Clan side counts for 2-3 chassis vs the IS.

Oh wow I completely forgot about this, Looking at it from this point it does seem fair as its been equal with the new releases since launch.

Well to be fair my friend is (Completely New) to the game and he doesnt understand it at all, he has never played a MechWarrior game before so this is his first one. He's at the stage where whenever I play with him I get bombarded with a thousand questions about the game which I'm happy to answer but sometimes I'm thinking "uhhhhhh oh god please not another build question, whats good question or is this mech good lol" And then have to keep reminding him to stay near the team and not wonder off and die. But I'm just happy he genuinely enjoys the game and I think he's getting interested in the lore too which is also exciting. I try to tell him that even though not all mech's are made equal that ultimately a good player can pilot any mech and dominate......well mostly. He was staring at a Dire Wolf after all the CBills he got from the cadet bonus and I said "Hey absolutely don't buy that as your first mech" and had to explain how piloting a Assault requires good experience of the game and how you have to lead a spearhead and lead the team. So I convinced him to get a Heavy mech as a good starter as they are good for newer players. He bought a Timber Wolf Warrant with gold, and inside I was thinking, Damn I wish my first was a Premium Cbill maker XD. And then used the Cbills to get a Locust.

For the Clans "Assault" level firepower starts at 65 tons.
