What you refer to above is NOT an acronym, it is a shortened version of a derogatory way to refer to people with Down Syndrome (or similar developmental disabilities) used as a suffix to lump people into a group the speaker considers sub-human. The reason why this is banned speech in most venues is because it is dehumanizing not only to whatever group of people you are trying to disparage, but also to the developmentally disabled.
