Flags bolt-ons are a hard sale because they're specific to one faction, on top of being specific to one chassis...

How about :
1) Being able to choose a decal for the flag, any decal (automatically placed on the center of the flag).
2) Being able to choose the flag color.
3) Being able to choose the flagpole color.
