2) same as before, all tiers against all tiers, though when population allows it will be (1-3) (2-4)(3-5). This is why all be pugs are reset to T3, so they can't escape T1 even during high population times

The hope of some folks is that after the PSR reset the tiers will be true representation of skill levels.
No, there are no valves currently.
And given the low population number I doubt we'll ever see valves again.

another question as far as the up and down arrow after a match
is that based on the 24 players in a match or 12 players on your side
or the top 12 palyers regardless of side go up in PSR and the lower 12 player match score regardless of side go down in PSR
is this how it works ??

Had they made the new system based mostly on win/loss they would have encouraged better team play and a much more healthy environment.
But instead the devs again caved to the vocal elite here.
This system teaches you that you don't have to outrun the bear, just outrun your teammates.

Worse, the Core 2 options were explicitly listed as "W/L" based options when in actuality they are just as every man for himself as anything else.
We don't have teams we have blue diamond NPCs that we can't shoot but can negatively impact your matchscore.
Not a bug, a feature.

It's very simple. Queues have been merged, so it technically allows solo/casual and groups/hardcore players to play together. But at the end of the day they should be separated from each other. New rating system at least gives us a hope, that this will happen some day, if this game will recover. Because if there wouldn't be such hope, then it would never recover, as players wouldn't have a reason to return to it. Just because suffering from all that loses and stomps would be pointless.
But our next step on our way to recovering this game - to fix maps. As you know, there are very few maps in this game, that are playable. Other maps are mostly broken, because devs just don't understand, that making different environments, while not providing features, that actually needed for gameplay - is really bad idea. It may work for solo games, but not for Online ones. Real truth is: if players like Dust II - just give them Dust II.
Third step - speed of matches, that is part of #2 problem, because it's real reason, why we have so many big empty maps. Something should be done with it. Overall speed normalization may be. Especially between IS and Clans.
