Its an amalgamation of problems in this game that affect other things as well, and ultimately have a negative effect. This is not solely a lights thing. Its a number of things combined leading to an end result.
Concerning your light vs assault scenario: What if the assault does not see him until the enemy is already on him and experienced enough (or exploiting the crotch hug) to completely stay out of los for the duration of the encounter? Do you feel an assault or any other weight class should lose by default to the light if he is caught separated? Or do you feel that the intended victim here should have a fair chance to go 1v1 and fight for his life?

The part i want to hammer home here is that no mech should be doing that. Also leg hugging should not work against any chassis in game. It is an exploit which has remained active for all this time. Another important thing to take from this is that this should have been one of the first things on cauldrons list if they are who they claim to be. Priority number one. Deal with known and abused exploits currently affecting reasonable gameplay.

Do you think for some lights that window of opportunity could be too small or possibly non existant when piloted by a capable person?

Can we also expect mediums and heavies and assaults who also have those same low win rates and k\d ratios and just general crap survivability to get the same treatment? cauldron sure had no problem skipping over the Cougar and Trebuchet when they came up for evaluation as evidenced from the latest patch. Hung both chassis out to dry with nothing at all of substance. Take a close look at some of the buffs\quirks they been giving other mechs though.
Less people play lights because more people would rather use the big weaponry not a handful of small \ med lasers and some mguns. Its not satisfying. And there is that risk that the shot connects. Also you dont last as long under direct fire as heavier Mechs. Finally, someone is not going to hop in a light for the first few times and have a good outcome. They must learn the do's and dont's and that takes time when they could just jump in something heavier and maybe get a kill or contribute meaningfully in some way alot sooner. These i feel are main factors in the percieved lack of lights.
