Same computer, i5 devil's canyon, 32GB Ram, just updated to modern GPU (3060ti from R9 380) and did a fresh install of windows. I am getting only 20-50fps. Before, I was getting about 90-120 on the R9. Same resolution 3440x1440, same settings. Kinda stumped.

The 30xx line are all pcie gen4 x16 and the 4th gen intel are using gen3 which is going to cut down on performance. This becomes less apparent as you get into newer generations of cpu as my 10th gen mobo bottlenecks my own 3080 by about 10%.
However it shouldn't be this drastic especially on a 10 year old game. It's almost sounds like its underpowered. Did you check to make sure the psu is up to snuff or that the connectors are fully seated?

Definitly not! Pci bottlenecking pretty much nothing (at least for consumer gpu in gaming; ok the idiot new amd with far to less space card). And u could play mwo on an toaster gpu. All u need is single core cpu speed and bugfix if u use intel 10th or higher cpu. Sounds like a driver thing. I would try ddu and driver install (I use 3070 myself)
I am wondering, that u got such good fps with the older i5 before.
In addition to ddu set everything on high performance for energie settings.

You fix it?
Maybe clearing shaders cache help you.
