I was curious when can I use C-Bills to buy a mech, since the store in the lobby is not open to me. Is a certain point the store will become availble to buy a mech?

Click on an empty Mech Bay slot... should have an option to buy your own mech doing that...

the store is for buying MC only
to buy a mech click on an empty mech bay and then click "create new mech" it will bring up a list of all the mechs available with both MC and Cbill costs to buy one
