Why aren't double heat sinks an option?

So I'm trying to modify my Jenner by adding double heatsinks but for some reason they're not even showing up as an option in the component list. There's single heat sinks but I cannot see doubles. Do only certain engines support doubles?

If you click on the Upgrades tab you'll be able to switch to DHS for a cost of 1.5 million cbills.
