Those should answer most of your questions.

lol that's an april fool's joke... those aren't the real requirements... nothing is official yet. i'm just hoping that my dell laptop will suffice

Requirement - something slightly more powerful than whatever you are running right now. If you have 4GB of RAM it will recommend 5GB. You have a Quad-Core 3.0 GHz processor it will recommend a 3.2 GHz. That is how the hardware manufacturers keep you buying new equipment by making sure the games you play have requirements that are slightly greater than what is current.
