Yip. 100% if you read the description in the mech lab itself what does it read... last time I checked that description would confuse someone if they had not read the patch notes

To be fair, when you go to the upgrades tab, the description for Artemis IV is "A targeting system that adds homing capabilities to SRMs and additional tracking to LRMs..." so it IS a little misleading.
