With that change you just make DHS useless for everyone with a special focus on breaking several core Assault builds.

No mech can ever equip more than 22 - 24 DHS, which means the total heat cap for DHS should be around 44 - 48. With those numbers, you start being able to run ER PPC's and weapons like that.
With the 1.0 EHS limitation, DHS would top out at 34 to 28 heat dissipation, which is too little for things like that. It should be noted that with the 1.4 rule, we have the same limitation.

PGI:- "Ok we have tested and the issue is that DHS in the engine are working as SHS. We will fix this next patch, but we are now worried they will be OP"
PGI:- "Ok we have done more testing and using DHS at the 2.0 value did indeed unbalance things. Therefore we are only boosting them to 1.4. Dont worry though, this is to stop Jenners coring atlai in 3 seconds *shudder*"
Community:- "But that doesnt make sense, but ok whatever"
PGI "New Patch Notes! In the latest patch we put DHS at 1.4, we may change this up or down in the future"
Community:- "Wait a moment, DHS are working better now. After looking at the code and also testing we can see that Engine DHS are working at 2.0. So the patch notes are wrong, whats the deal here PGI?"
PGI:- "..."
Community:- "After a week with DHS at 2.0 in the engine, nothing seems broken except that the builds that require DHS the most arent getting the full benefit, whilst Lights are. Can we try fully working DHS now?

It's broken, but everyone is fine with it. Assaults and heavies get the shaft so just make all DHS 2.0.

It can fire its PPCs together twice before it has to wait 23 seconds to cool down (Other wise you shut down). In total its delivered 60 damage (Thats with DHS as they are currently working)
During that same time a Gaussapult can fire 5 times for 150 damage. Heat is no issue.
If DHS were all 2.0 then it could fire 3 times and it would take 29 Seconds to cool down. In total it has delivered 90 damage
During that same time a Gaussapult can fire 7 times for 210 damage.
I dont really see how DHS will make High heat energy weapons OP. Do you?

Ppc´s need love from Pgi, but mpls builds with 0.2 headsinks are too strong. And against the gauss, did u see how big and heavy the gauss is? And the gauss has a very low dps for such a big gun.

Well put, and therein lies a big chunk of the problem. No one knows whats going to happen, so why try to optimize your build and spend money and effort on it only to get slapped down in a week or two.
I know! Why Don't we all just use gauss rifles?
