The best time to shoot a light mech is when they're fighting someone else. Catch them moving straight towards\away from you (either in general or at the appropriate moments while they're circling someone else). Lag doesn't mean much when their tragectory across your screen is irrelevant).
Don't chase a mech that's faster and more agile than you are, that's just stupid. Instead, cut it off.
Stepping backwards and turning increases the time they're in your firing arc more than standing still and trying to turn. Bonus if you have jump jets, jet up a little and spinning makes you turn much faster.
Protect vulnerable points, don't point them at the light for easy targets, and turn into laserfire to spread it across multiple armor sections.

Every FPS I've ever played with multiplayer needed you to lead your target if they were moving. Including titles released this year.

Technically, my first modem was 2.4kbps. I ran a Bulletin Board Service from it... that's what we did before the internet was a thing.
