In the closed BETA when it was offered (even though it was non-functional) it could be added to the torso. Am I doing something wrong or is it only able to added to the torso on some models?

The ECM does not work. It should not be available for any slot on any mech, and they forgot to take it off the list for Heads.(pure conjecture, but I have my theories)
On a Raven 3L that comes with a GECM equipped in the LT, if you remove it, it still doesn't appear in the equipment list. Therefore I expect that the item should nto appear in the list for any mech and any section.
The fact it appears in any mech's head at all is a bug; not being able to equip it is working as intended.

I also believe they simply forgot to take it off the list for heads, and that is a mistake.
The GECM does not actually function, so you're not missing anything anyway. I'm sure you will be able to mount it to your Cicada when the GECM is actually added in-game.

Also damn they need to only allow it to work on specific mechs and specific variants that aren't ECM boats.
Otherwise...

See the Feature Roadmap http://mwomercs.com/...eature-roadmap/
ECM
Target Date: December 4th - 60%
Status: Play Testing, Additional Feature Work
Notes: Working on balancing. Most likely will limit to specific Light/Medium Chassis for now (similar to how jump jets work).

Oh that you jesus!! Didn't get that update. Certain heavier mechs/variants did have it, but yes it should be allowed to fit on just anything.

So There isn't many of our chassis that cannot carry an ECM by your suggestion.

Which leads back to roles, and stronger team play. You imagine if everyone in TF2 could cloak and backstab?
Be horrible.

In other words - if that enemy LRM boat is at, lets say 800m, he can't get a lock on your mech until you get within, lets say 400m.
So StreakCats will have no problem hitting you at their range. LRM boats will most likely cry.
It will be hilarious if not only targeting was jammed but also detection sensors as well. Hello invisible Jenners.

Don't worry too much - given the quote "Most likely will limit to specific Light/Medium Chassis for now (similar to how jump jets work)." it seems that only a few mechs will be able to get it. This will make many Raven owners, myself included, much happier. I'm pretty sure this means that there won't be any ECM Jenner hordes or anything.

For the health of this game they need to make this more readily available. Easy mode LRM combat is out of control and there is almost no place to hide as the missiles fly through many types of barriers no matter how much they cover your mech. And combat devolving into nothing but missile rainbows is not how battletech is suppose to go.
If ecm modules are limited to certain chasis' then LRMs need to be limited in scope and amount as well.
