which mod is the one that can go 90kph??

It's the AWS-9M.
Max speed with tweak is 83,8 kph though going that fast won't leave much tonnage for weaponry due to engine weight. :)

A mech's max Engine size is based off of its stock Engine size.

If you see a variant with a bigger stock Engine than others, it can also equip bigger Engines.

Check the MWO wiki for more information. There's charts with every mech's max Engine size and how fast they'll go with it.
