I obvioulsy don't have access to any statistics, but I simply assume that small pulse lasers are one of the less used weapons of MWO.

What about simply increasing only the damage by one point (3->4) and decreasing the duration by maybe 0.1s and leaving the rest as is?

The small laser would still run cooler for the half weight.
The medium laser would still have by far more range and damage for the same weight.
The small pulse laser would fill a gasp on the lower end of the weapon scale with actually being viable for specific builds/situation.

Lowering all pulse lasers beam duration wouldn't be a bad idea, I think. The SPL could also deal a bit more damage.
