Yep. You'd be surprised where MIIO turns up. Colonel Wolf is very self-reliant -- not only does he require the best intelligence without having to rely on the kindness of his employers to share that information, he also doesn't like the way that ComStar controls how mercenaries are hired and reviewed. Outreach is rapidly becoming the place for mercenaries these days.

Wait did you just did that? Oh man, okay its my turn…. Yea I can see business is getting slower and slower on Galatea everytime I come here. I know Outreach is where its at and everything. But...the ever growing clout of theirs,...and the talk of the length and depth of their WolfNet...is disquieting. Well you know the saying about being careful of all things shiny and glittering of gold… I am an old dog at heart I guess… wait its still my turn… For all their faults, ComStar, the MRB, the Mercenary Guild are still the neutral party that holds us mercs at least civil to each other. Imagine a non neutral party gaining too much influence over the mercenary trade… Don’t have trouble, much, with the Wolfs Dragoons and Outreach and all, and the First Lady of Death is the wet dream of any honest merc, but again being careful of things that’s shiny and glittering of gold, and again isn’t she’s also called the Black Widow? ….Guess we sellswords are just pawns in someone’s else’s great game….. Yea you’re right. But being dogs, mercenaries do bite back. Hey wait, did I just lost?

By this stage the Mercenary Review and Bonding Commission is based on Outreach and controls all Merc contracts throughout the IS. This service is provided by Wolfs Dragoons and always comprises members from other Merc units, a representative of the hiring party and Comstar so as to be as unbiaised as possible.
The Dragoons allow smaller units to use Outreach for a base, especially for their dependants which generates a great deal of goodwill. they also train units, techs and officers, for a fee.
Personally I think a good way to make C bills in MWO is to run a training college. As long as we are allowed a 'simulator mode' where your damage is taken virtually and students mechs don't get ripped up, it would be a really useful tool, especially for new units to run a few scenarios together before heading off into the wild blue yonder.
For a price of course...
