Check in the options for Arm Lock. This locks your arms with your torso when aiming with your mouse. This option is on by default after this weeks patch. Simply turn it off.

I don't know why, but with it on my torso was turning very slowly. With it off its back to normal. Its nothing to do with the torso twist nerf.
FYI the Torso Twist nerf didn't seem too extreme to me. I won't be shedding any tears over it as I abuse the 6xALRM-5 A1 to get 1700 damage per match until missiles are fixed

Your mouse pointer speed is almost unlimited, torso speed however is not. Normally the camera follows the mouse, with an almost unlimited speed.
With arm lock on, it more or less restricts the speed of your camera, and thus the speed of your mouse, to the speed of your torso.

Anti-aircraft platforms do not need a fast twist. The reason being, is you do not shoot at air units that are close to you. One of the most common anti-aircraft weapon systems ever is hand cranked.
The ZPU comes in Quadruple- (ZPU-4) Double- (ZPU-2) and single-barreled (ZPU-1) versions and fires 14.5 mm Tungsten carbide API rounds at 600 rounds per minute, per barrel, at a range of over 4 miles...
