So I was looking at how heat buildup for PPCs are instant, and how for lasers they were spread over burn time, and thought,

"What if... each heat sink mounted in a particular component (E.G. Right Arm, Right Torso, etc) increases the time taken to build up the heat for weapons in the same component?"

Say, for example, each heat sink increases the time taken to build up full amount of heat by 0.1 sec regardless SHS or DHS. (If DHS needs to be doubled, just do it.)

PPC builds up its heat in full amount upon firing.
Medium Laser builds up its full heat by end of burn time (1 sec).

If 1 heat sink is mounted in the same component with the weapons,

PPC builds up its heat in full amount in 0.1 second, like a laser with 0.1 second burn-time.
Medium Laser builds up its full heat in 1.1 second instead of 1 sec.

Consequently, having more heat sinks mounted with the weapons in the same component further slows down the heat buildup.

Benefits:
(1) Heat is easier to manage
(2) Because Heat Dissipation is a function of time, it actually will reduce heat buildup.
(3) Makes SHS more useful in its own ways.
