I am currently unable to purchase a Founder's pack, for a completely different reason than some. I am currently not located in the same country as my billing information, on account of being a deployed service-member. Due to my purchase country and billing country not lining up, Ultimate Pay is declining all my purchase attempts.
On contacting Ultimate Pay about this, they informed me that there is nothing that can be done on their end, and referred me to the merchant. According to them, the MWO admins can change their pay system settings to allow for payments with mismatched physical/billing countries to go through.
Hopefully this can be done here. Otherwise, I will not be back in the US until November, long after the Founder's offer has expired.

Do you have a family member that you trust with your info that could make the purchase for you online? If not you could put the money on a prepaid Visa and then give them that info... or buy a prepaid Visa that is for the country you are in.
