My friend at work had the same problem. We are both running Windows 8.1 Pro.
Are those of you with the problem also running Windows 8.1?

I suspect that _something_ has been flagged either locally, or on PGI's end, that is blocking us.
Considering that I ran a full wipe of MWO, and I can't even download the client now...

It's a Windows 7 Pro 64-bit (My Windows 8.1 Pro is 64-bit as well). The patcher download and install worked, but I get the same message when I try to launch the patcher.
I've also been getting the same error when I try to run the repair tool.
This is not very fun...

After uninstalling it, when I attempted to reinstall I received the error message: "The downloaded file is corrupt. The MD5 Hash of the local file doesn't match that of the file on the server. Would you like to retry?"
there was no way beyond this. I downloaded and used the patcher, but it times out A LOT, and I have to retry often. At this time I'm on my 2nd hour of patching. It'll patch a portion, then hang, then offer me the option to retry eventually because of timing out.

These sorts of issues (connectivity and such) are almost never solved by reinstalling. Although I certainly understand wanting to find some solution, uninstalling will typically cost you more time than waiting for a fix. Sorry to be Captain Hindsight on this, but I felt it was worth pointing out. In the meantime, I'll check to see if a CDN refresh solves your problem.
Update: For future such issues, the repair tool will often serve you far better than an uninstall/reinstall (if you go into the options and check everything, you will essentially be in a "fresh install" state). Here's a link to the latest iteration of the repair tool:
