To clarify what I mean, let me give an example:

The BNC-3E has 3 energy hardpoints in the Right Torso.

However, there are at least 4 places in the RT that energy weapons can go in.
PPCs will only ever go into the lowest two points.

Lasers will prefer one of the two low mount points, but lasers 2 and 3 will occupy the high mount points at eye level (ie it is possible to raise 2xLL to the high eye level slots by also installing a small laser).

Does anyone have a source of info that lays out exactly what the rules and locations are for each mech's hardpoints?

There arent any rules, it's entirely dependant upon where you place them the first time. If you place the med lasers high and the PPCs low, they will grab those slots.

As I recall, it's something to do with the way that cry engine tags the weapons. I believe it's on the to-do list to fix, but there is a (very) awkward workaround.

Basically, you'll need to sell every single weapon of that type that you own (including examples on your other mechs), and then replace them to freeze the locations properly.

Weapons can be re-ordered due to age, but this can be mitigated by shuffling around weapons in your inventory, or buying new weapons in the desired order.

This is sometimes why you see weapons re-order after saving.

Notice how only a PPC will use mount point 2. Nothing else will mount in that position.
The only way I have been able to get a PPC to mount into point 3/4 is to have PPCs in points 1 and 2, even pre-save.
