Will Video Card Upgrade Help Reduce Fps Variance?

Why this happening? At the beginning of the match nobody is fighting nor is the polygon density changing much from block to block.
I am mainly interested in eliminating the sense of surging I experience while walking. Is there anything I can do at my end or is it something HSR related on their end? I don't want to spend $150 for little gain. I was considering replacing my video card regardless but the advice of this forum may affect the timing.
System:
Win7 64-bit
Phenom II X4 965BE 3.4 Ghz
8 GB RAM
Radeon HD 5750 1GB

V-sync off
Motion blur off
damage glow on
advanced video effects = medium all
Anti Aliasing = post AA

Im running a cpu 50% faster and video card 2 times as fast but I still get some slow downs on the high settings during fights or crazy times. So a faster videocard would help you a lot but its not going to allow the highest settings with zero slow downs.
r9 270 video card is right at your 150 pricerange. This one is 20% faster than I have.

run a few games at really low resolution, that should force a cpu limit, if it performs the same it's the cpu that's the problem.

I disagree that his biggest bottleneck is his cpu. That GPU is pretty weak. It was a super budget card back in the day. I've got a system I don't game with anymore, that is very similar to his, but with a radeon 5830. It gets much more stable FPS.

Try deleting your shader cache and see if that helps (it got screwed up earlier this year and if not cleared can cause problems like frame dipping).
Now, a new GPU will likely help. I think that CPU is better than a new rig I helped put together for a friend of mine (after he bought the parts before I talked with him), but he has an nvidia GTX 660, and can run 1080P at very high at 70-90 FPS.
Honestly, you might do well with an R270 or a GTX 760 (I like the Nvidia cards better, and would suggest spending the extra $50 for the GTX760, but it's up to you).

My 5750 was getting on in years anyway. I will eventually upgrade my CPU, but not in 2014.
