No, it's not.

On the log in screen now I constantly get that red blinking message regardless if caps lock is on or not.

Greetings,

That's a windows / keyboard setting, not a game function.

A windows setting that shows up on the MWO log in screen? I don't think so. Next time I see it I'll have to take a screen shot.
